PILLARS

The pillars of the nation are housing, agriculture, health, education, local government and the environment. These are activities essential for the functioning of the country and the wellbeing of all citizens.

HOUSING

Effort will be continued to provide low cost housing and to regularise squatter settlements where they exist and prevent the establishment of new ones. The rent board act will be reviewed with a view of making it more equitable to both tenants and landlords so as to bring the thousands of empty locked up premises into the rental market. Studies done of the housing needs of the population will be looked at with a view of implementing the recommendations made and modifying them where needed. Blighted areas  will be revived. The thousands of persons who have to flee their home each year due to violence will no longer have to do so thus reducing this demand.

AGRICULTURE

It is said that it takes an acre of land to feed a person for one year.  One of the first priorities will be to identify, secure and zone agricultural lands which cannot be used for any purpose that will impact on the use of these lands for agricultural purpose in the future. Steps will be taken with a view to eliminate praedial larceny, a practice that is negatively impacting the development of the agricultural sector. Apart from the losses suffered by farmers, there is also the threat to the public health when unfit products such as sprayed vegetables or medicated animals are stolen, slaughtered and sold on the market. This is especially dangerous for the elderly, pregnant mothers, children and persons in compromised health. RADA will be expanded and work closer with the farmers and provide technical services to increase the quantity and quality of output. They will help to determine the types of crops grown by farmers so as to prevent glut of produce on the market.  A system of proper irrigation will be developed in the main agricultural areas so that farmers will not depend solely on rainfall.

HEALTH

The reduction of injuries due to violence and motor vehicles accidents as outlined will greatly enhance the work of the health services. This will reduce cost substantially to the sector and allows for the treatment of illnesses, and the performance of elective surgeries, both medical and corrective. Great emphasis will be place on encouraging persons to pursue a healthy lifestyle and maintaining good health. The manpower need of the sector will be reviewed and steps taken to fill existing vacancies and provide training in areas where it is needed. The procurement of equipment and their proper maintenance will greatly improve the work of the public health sector. Fees will be charged from persons who are able to pay, so that a high standard of Quality Care can be given to all patients. A JAP government will be focussed  on providing all patients with Quick and Quality Care. Free Health Care as what exist in our hospitals and clinics today leaves so much to be desired.

EDUCATION

Education will cover be more than just what happens in our learning institutions. Educating the public on all aspects of life and the governance structure will be given keen attention so as to enable persons to make the best decisions possible. More autonomy will be given to the administration and staff of our schools to create an atmosphere which is conducive to learning and efforts to eliminate the shift system from our school system will be stepped up. Steps to improve and maintain a high level of discipline in our schools and society in general will be taken.

LOCAL GOVERNANCE

Local issues are best dealt with by persons who have a vested interest in the outcome of any action taken. Local governance will be strengthened, properly funded and made autonomous, and it will be responsible for all local activities so that it can be responsive to and meet the needs of local residents. The lack of proper local governance has contributed greatly to many of the problems that we are facing today.

ENVIRONMENT

The environment will be given the high priority which it deserves. Environmental agencies will be strengthened and given the independence to make the best decision to protect the environment. An intense and extended educational campaign will be done so as sensitized persons as to the need to take care of the environment and the consequences if this is not done. Heavy penalties will be applied to persons who breeches environmental regulation such as those involved in illegal sand mining and illegal dumping.
