SUMMARY
The chief duty of the government is to provide a safe, just and secure society for all our citizens to live in. With over a thousand murders per year or an average of nearly four murders per day, this obligation is evidently not being met. The high level of indiscipline on our roads also results in hundreds of deaths each year. In addition to those killed, there are thousands of others who have been maimed, crippled or disfigured, and are doomed to live in pain and discomfort for the rest of their lives. Families have been destroyed and thousands of persons, including children have been traumatized. The usual knee jerk reaction whenever there is a spike cannot be the solution. The calls to give the police more power and recruit more personnel, stiffer penalties, provide more equipment, more spot check, more speed traps as well as stop and search etc, will never solve the problem. Based on the ‘clear up’ and conviction rate of crimes in our society, it is justifiable to think that if one is not caught in the act, the chances are likely that one will never be caught. For this to change the relationship between the government, the public and the police must change along with the justice system which must give swift and fair justice in both criminal and civil matters. Citizens must feel safe and comfortable in reporting crimes, giving information to the police and appearing in court as witnesses. The police, judges, prosecutors and other court personnel must be free from fear in carrying out their job in a fair and impartial manner. The cornerstone and foundation of the Jamaica Action Party (JAP) will be to provide security and justice for all, and all necessary measures will be taken to achieve this. To this end, an elite investigating team drawn from the very best within the police force, and inclusive of overseas personnel where required, will be set up. This team will be responsible for preventing and investigating all threats and attacks on witnesses, judges, prosecutors, court personnel and the police where it is believed that they have to do with any attempt at revenge or to influence the outcome of any case. This team will also be responsible for providing security for these persons and their family for the duration of the case and beyond where it is deemed to be required. They will be equipped and provided with every resource that are needed to succeed and excel in their task. There will also be improvement in the witness protection programme to include cooperation with other governments for the temporary and permanent relocation of witnesses and also their family overseas where required.
A JAP government, as a top priority, will provide the funding and resources for the civil and criminal courts to clear the huge backlog of case and to keep present cases current. The long delays in the conclusion of cases often results in their eventual dismissal due to the unavailability of witnesses, or acquittal of the accused as witnesses’ memory of the incident fades. This is, in large part, a contributor to the anger and frustration felt by many members of the society who feel that if they are to get justice then they must take it into their own hands which in many cases lead to further reprisals. One of the major areas that a JAP government will be focusing on, is making persons feel that they can safely give information to the police or go to the courts to secure their rights. The necessary resources to bring both the criminal and civil courts up to the desired level will be provided so that the backlog of cases can be cleared and new cases kept on schedule. The duty of the courts is to give quick and fair delivery of justice in both criminal and civil matters. This will play a major role in solving a large part of the many problems and indiscipline plaguing our society. Educating the public on the processes involved in the running of the country, as well as their rights and responsibility will play a key role in solving many of the problems we faced daily. This will also enable persons to perform their civic duties, respect the rights of others as well as to know and stand up for their rights and to make better decisions.
JAP recognizes that once certain root problems are dealt with, many of the other pressing problems will cease to exist and as such we will seek to identify the root problems and firmly deal with them. JAP will also look at fixing the many things that can be done with the expenditure of little or no money at all, and will be addressing them in the short term. These things which have served to make life so difficult and frustrating for so many persons over the years, have remained the same despite the many complaints, discussions and promises made. The many hindrances and red tapes to doing business will be reduced to the minimum necessary. With each breach, the practice has been to tighten the regulations some more, which has forced even law abiding citizens to seek ways to circumvent this nightmare. With a safe and disciplined society, a more educated and informed populace, and the many hindrances taken out of the way, commerce will strife and thus enabling all of us and future generations to have a better quality of life. Everything will be done to get persons involved at various levels in the running of our institutions by being an active member and serving on the executive or board. The practice of some persons serving on multiple boards will be discouraged.
Members of Parliament and Councillors from JAP will always represents and canvas for the best interest of their constituents and the country. They will not be required to ‘toe the party line’. They will, however, be expected to abide by the core values of the party at all times.
