Based on this fact, the need for community policing&nbsp;along with a strong neighbourhood watch programme is essential.&nbsp;The constant talk of more boots on the ground, improved technology&nbsp;and greater resources will never by themselves &nbsp;take us to the&nbsp;position where we would like to be. Though community policing and&nbsp;neighbourhood watch programmes are frequently talked about, in&nbsp;reality very little is done in these areas. The basic mission of the&nbsp;police is to prevent crime and disorder. &nbsp;The ability of the police to&nbsp;perform their duties is dependent upon the public approval of their actions &nbsp;therefore the police must secure the willing cooperation of&nbsp;the public. To do this the police must seek and preserve public favor&nbsp;and at all times should maintain a good relationship with them. The&nbsp;test of police efficiency is the extent to which there are the absence&nbsp;of crime and disorder. The original role of the district constable (DC)&nbsp;needs to be restored where he or she &nbsp;served in their community to&nbsp;help prevent, identify and solve problems. More DCs are need to be&nbsp;appointed in all our communities across the island to foster and lay&nbsp;the foundation of community policing and neighbourhood watch. The&nbsp;number of municipal police across the country need to be increase&nbsp;to deal with local laws such as vending and parking &nbsp;rather than&nbsp;having these being dealt with by the regular police force. Traffic&nbsp;wardens should also be reintroduced to assist with the flow of traffic&nbsp;thus freeing up hundreds of police to perform other essential duties.<br>The community-policing philosophy rests on the belief that&nbsp;law-abiding citizens in the &nbsp;community have a responsibility to&nbsp;participate in the policing process. It also rests on the belief that both&nbsp;community residents and law enforcement must explore creative&nbsp;ways to address neighborhood concerns beyond a narrow focus on&nbsp;individual crimes. Improved relations allow police officers to &nbsp;police&nbsp;more effectively, find their jobs safer and easier to do, be treated with&nbsp;greater respect and have a better morale. At the same time it allows&nbsp;the &nbsp;community residents to have more trust and less fear of police, a&nbsp;safer&nbsp; community, less tension and conflicts, safety for all and a&nbsp;quicker resolution of crimes.&nbsp;The police &nbsp;organization will be re-orientated as a service and&nbsp;enforcement organization rather than just seeing its role mainly as an&nbsp;enforcement agency. Greater vetting and background check of new&nbsp;applicants will be done. &nbsp;Every member will be trained to look for&nbsp;circumstances to serve the public instead on just enforcing the law.<br>This will be a major plank of improving the trust and cooperation&nbsp;between the police and where they can be of service to the citizens&nbsp;rather than just looking to deal with breaches of the law. This police&nbsp;force &nbsp;will seek to have additional signage and road markings&nbsp;installed at a spot where a high level of breaches occurs, rather than&nbsp;seeing it as an opportunity to &nbsp;write numerous tickets day after day to&nbsp;unsuspecting motorist. The idea of ticket quotas will be removed if&nbsp;these exist and &nbsp;this will be set only by a local commander to deal&nbsp;with a specific problem.<br>The public relations arm of the police will be upgraded to keep the&nbsp;public informed of the plans, actions and achievements of the police.&nbsp;This will allow for feedback from the public and closer interactions so&nbsp;as to enable the police to amend and revise their plans based on&nbsp;these feedbacks. Police reporting on crime will be more sensitive to&nbsp;the victims and their relatives. For example the report will not say&nbsp;&#8220;the victim is suspected to be linked to the loto scamming&#8221; without very&nbsp;strong evidence to support this assertion. The public will be taught&nbsp;what a police identification card &nbsp;(Id) looks like and security features&nbsp;that can be used to tell if it is a real one. At present most persons&nbsp;does not know what a police Id card looks like.<br>A JAP government will provide resources and the necessary training&nbsp;for the police force as a matter of top priority &nbsp;to reflect our belief that&nbsp;the primary duty of the state is to provide a safe and&nbsp; peaceful&nbsp; environment for all the people of the country. The redeployment of&nbsp;police personnel to reflect its&#8217; new thrust will be done. Police stations&nbsp;will be upgraded and the idea of having central detention centers&nbsp;rather than individual lockup at police stations will be looked at. The police force will seek to work wiser and be much more proactive&nbsp;in preventing crime. For example, cars with Global Positioning&nbsp;System (GPS) &nbsp;can be used as baits for car thieves while police&nbsp;personnel can pose as vendors, taxi drivers etc to catch extortionist. These wrongdoers should be made to feel very uncomfortable and&nbsp;expecting to be handcuffed at any minute. The police force will have&nbsp;more specialized arms to investigate specific types of crimes rather&nbsp;than having a regular detective investigating a variety of crimes. For&nbsp;example there would be a specific arm with the requisite skills to&nbsp;investigate mob killings and another to do the investigation with&nbsp;regards to missing persons while another to find and apprehend&nbsp;wanted persons.&nbsp;<br>A set of Standard Operating Procedures (SOP) will be developed so&nbsp;that both the police and citizens will know exactly how to behave in a&nbsp;given situation, for example when a motorist is pulled over by the&nbsp;police. Some police officers will sit in their car and expect the driver to&nbsp;get out and approach their vehicle while others will get out and&nbsp;approach the vehicle that was pulled over. With this SOP, a driver&nbsp;would know that when pulled over, he\/she should continue to a safe&nbsp;place to stop, remain in the vehicle, lower the drivers&#8217; window (all&nbsp;windows if the vehicle is tinted or passengers are in the vehicle), turn&nbsp;on the roof light if it is dark, switch off the engine and all persons&nbsp;should keep their hands where they can be seen.
