MINISTRIES

JAP believe that a fix set of ministries should be established and it should not be left up to the Prime Minister to
name the ministries. A group will be established to decide on the best mix of ministries and all government will
operate with  these ministries. Provisions will be made for the process by which the addition or removal of
ministries can take place when it is deemed as necessary. An assistant or junior minister can be added to a
ministry whenever their is need to focus on a particular area within the ministry.
This will allow the government to operate efficiently and establish stability while saving the country millions of
dollars. This will eliminate the constant transfer of staff, the need to find new office space and the wastage of
stationary with each election or reshuffle of the cabinet when new ministries are added or existing ones changed.

JAP also think that ministers should be selected from the public and not from members of the house of  
representitives. This would see a reduction in the number of MPs who would now be dedicated to representing the
interest of their constituents. These persons would go through a vetting processand must get approval before
being appointed. Some persons have cried down this arrangement but we should bear in mind that as it stands up
to four ministers and a minimum of two must come from the senate. These persons are selected at the sole
dicretion of the Prime Minister and goes through no veting process to ensure their suitability. These persons have
served as minister in all portfolio except finance which the constitution stipulate must come from the house of
representitives. JAP would seek to include this provision in any new constitution drawn up.
