One of the two main  thrust of a JAP government will be to ensure a safe and peaceful environment for all to live in
throughout the entire island. This will only be achieve when there is full collaboration between the police and citizens
in the fight against crime and violence. As a result JAP will be taking initiatives to remove all the barriers that prevent
the citizens and the police from working together as the mistrust between the police and the citizenry must be
overcome. Methods to give information anonymously to the police will be enhanced and the public educated about
them. Another important step will be to protect the wellbeing of witnesses, prosecutors, judges, clerks of the court
and police officials involved in court cases before, during and after the case is over. This will be accomplished by the
establishment of an elite squad of investigators who will investigate any threat or violence directed at anyone with
the aim of influencing the outcome of any case. This elite squad will be provided with all the resources of manpower,
equiptment and overseas help as needed so as to ensure that all cases of threat, attact or other form of intimidation
are quickly and throughly investigated and the offenders prosecuted. This squad will be also responsible for
providing protection to anyone within these grop and they family when it is needed. This squd will be such that every
police officer will aspire to be a part of it. The witness protection programme will also be enhanced and discussion
will take place with other governmnet for the temporary and permanent relocation of witness when necessary.
Everything possible will be done to remove the fear of witnesses and complainants from giving information to the
police and attending court.Added to this, court cases will be heard in a timely manner so witnesses and
complainants will not  have to endure the ordeal of countless appearances dragged out over several years as this
serve as a major disincentive for witnesses to give information to the police. It is known of a simple wounding case
which  involved a self employed witness who was forced to forfiet a days' earning at each court appearance. About
two years later, after numerous delays and resceduling, the witness decided not to attend court at the next sitting on
Thursday and instead ply her trade. The following Monday while pling her trade a police vehicle drove up and
announced that they had a warrent for her arrest adding that " We got it (warrant) from Thursday but we
decided to let you spend the weekend with your family". The witness was forced to spend two day and three
night in jail till the next court date on Thursday. Without fixing things like these, there will never be a willingness of
witnesses to come forward and testify no matter the amount of speeches made.An expansion of the neighbourhood
watch to every community will also be a major part of the  government push to eliminate crimes. This goal can only
be met with the greatset of citizens' involvement and coorperation.  More police personnel and resources will be
deployed to oversee and managed the programme as they visit homes to speak with residence and attend PTA,
citizens association, churches, schools and any other available fourem so as to interact with and educate everyone
as to the benefits of citizens working with each other and the police for their own safety and security. The media will
also be widely used in this endeavour.The use of illegal guns has been a major feature in crimes such as murder,
robbries, rape and wounding and have left tens of  thousands of persons directly and indirectly scared. With the
great prevalence of these weapons and seemingly an endless supply of ammunition and with more being added on
a daily basis, the hope of bring crime under control is a dream.  The fact is that not all these illegal guns are being
used in the commital of crimes but in many cases are only for protection of self and family due to the unsafe
enviroment in many communities where the police cannot be depended on for security. JAP will work to change this
and create a safe enviroment for all so that no one will feel that it is left up to their own DEVISE for their protection.
After about one year when the safety enviroment will have been greatly improved, a gun amnsty will be implemented
so as to get all the illegal guns off the street. At the same time legislation will be enacted so that the FLA and police
will greater monitoring powers and  keep copy of the markings of all legal firearms so that they can easily be
identified when used. Stricter penalties fro the possesion and use of illegal guns and the misuse of legal one will be
implemented at the same time.
